Zetor 3045 Hydraulic woes!

Hi guys,
hoping for some help from someone on the seemingly never ending hydraulic saga on my 3045.

The symptoms are as follows:

with any 3 point weight the linkage struggles to lift until above 1500rpm and then surges as it looses the height, senses so and pumps to correct.

Its as if the seals in the lift cylinder are shot, but i have just replaced not only the seals but the cylinder itself too.

Is there a valve in the "black box" which could be stuck?

Also i am thinking it could be the banjo unions between the cylinder and the black box?

Any help gratefully received.
