PTO problems

I have just bought a 6945 4wd. Have nearly figured out all controls except this. The pto shaft at the rear of the tractor is spinning but you can stop it with your hand. I hope i just haven't pulled the lever far enough back maybe, But the two speed selector seems to graunch a bit like it is going into gear. Any ideas?
 
Turn the tractor off, then engage PTO, now pull the lever up to dis-engage the PTO and start the tractor. You should now be able to lower the PTO lever and your PTO should run.
 
PS never leave the lever pulled up longer then 5 minutes when the tractor is running.
 
I have what I hope isn't dumb..

Does this explain why I can't stop PTO before engagement? Meaning I can't pull on lever and expect PTO to engage properly. This is while running.

The PTO brake is made to operate from OFF, then engage PTO, then start, then release brake, is this correct?

No but I had the same problem so I did it the way I said and after that it started working the right way, maybe it was just stuck but at least I know now how to make it work if it does it again
